What is titanium dioxide?

Titanium dioxide is a naturally occurring mineral compound. This white pigment is widely used in cosmetics as a colorant. Its opacifying properties also make it an interesting UV filter in sunscreen and makeup products.

Depending on the context, we will recognize titanium dioxide under these different names:

TiO2 (scientific name)

CI 77891 or titanium dioxide (regulatory names on labels when used in cosmetics in the EU)

E171 (international name on labels when used as an additive in the EU food sector)

It is preferred to its controversial synthetic equivalents (UV filters in particular) whose harmful effects have frequently been highlighted in recent years.


Nano or Micro, size creates danger

Over the last twenty years, the numerous properties of titanium dioxide have led manufacturers to use it in increasingly varied shapes and sizes. From micrometric size (particle 1000 times smaller than a millimeter), they have moved to nanometric size (1 million times smaller than a millimeter). Praised for their infinite potential, the “nanos” thus created by man (then called “manufactured”) appeal to all sectors of industry. However, on this scale, the effects of titanium dioxide are still poorly understood, whether for its health or ecological impact.

If on a microscopic scale titanium dioxide is nothing to worry about cosmetic users, it is very different since we know that nano-sized particles can be found there. This risk was denounced in particular in March 2019 by the Agir pour l'Environnement association in an investigation report examining 408 toothpastes. This report shows the presence of titanium dioxide nanoparticles in 2 thirds of them (most of which were not labeled to specify). However, toothpaste can be ingested, particularly by children, especially since the toothpaste is used several times a day. The health risk is therefore very real here !

The ANSM (National Medicines Safety Agency) for its part formulated recommendations in 2011 related to nano-sized titanium dioxide for cosmetics :

    do not use on damaged skin (sunburn or other lesions),
    do not use products that contain it in the form of aerosol or powder “sprays” on the face…


What do cosmetic regulations say about nano-sized titanium dioxide?

Since July 2013, the European Cosmetics Regulation 1223/2009 has made the labeling of nanomaterials compulsory on cosmetic products. On the labels concerned, we must therefore read this inscription “Titanium dioxide [nano]”.

The position of the Slow Cosmétique label

In the current state of knowledge and regulations, the Slow Cosmétique Association always recommends caution. Titanium dioxide is therefore tolerated in Slow Cosmetics provided that it is present in a formula in non-nano size, and essential to the formula.

It should be understood that it will be sanctioned as a simple dye in a soap for example, but favored in sun care or makeup, where it is much preferable to synthetic alternatives. Brands labeled Slow Cosmétique are therefore closely monitored on an ongoing basis on these aspects.

Of course, the Slow Cosmétique Association carefully monitors regulatory developments and scientific studies in order to adapt its position accordingly. Consumer safety and that of the environment take precedence over any commercial consideration.
